Do I need to start big with the whole metro?

By now, you're probably pretty sick of hearing that its recommended you start small, ask users what they want, and build momentum by repeating this process.

But, in case you aren't, start small, ask users what they want, and build momentum by repeating this process.

It is unlikely that in the beginning, or even if you have been implementing open data for a while, you will be supplied with the people and resources to implement open data municipality wide, or even that this would be advisable if possible.

Its worth reviewing (at a high-level) the state of data across the municipality and seeing what data is close to being ready to be opened, or is already being shared.

If you can match user needs to data that is already open or to data that will require minor effort to be in a sharable state, this is the ideal first project.

If you can prove the demand for open data and generate positive sentiment in a quick win scenario, it will really help build moment and support within the ecosystem.
